Ceiling Works Complexity: Estimating and RFI Management for the PS 70Q Library Project

In modern construction, the space above our heads the ceiling plenum is a dense, multi-trade highway for mechanical, electrical, and plumbing (MEP) systems. Estimating the cost for these installations, especially in institutional settings like libraries, requires specialized attention to detail and proactive coordination.

We highlight a recent case study from True Bid Data: the PS 70Q Reso A Library Ceiling Works – RFI Project.

The Challenge: A Crowded Ceiling Plenum

The PS 70Q Reso A Library project involved the installation or refurbishment of systems within the ceiling of a specialized space. This type of environment is characterized by:

  • Trade Density: The plenum must accommodate structured cabling, lighting fixtures, HVAC ductwork, fire suppression piping, and security systems—all competing for limited vertical space.
  • Acoustic and Aesthetic Requirements: Unlike an industrial space, a library requires specific noise reduction and a clean finished look, which dictates precise installation and coordination.
  • Accessibility: All systems must be installed with future maintenance and service access in mind.

Estimating the Unseen: Multi-Trade Coordination

Our work focused on delivering a reliable and coordinated estimate for the intricate ceiling installations. The project required us to go beyond simple quantity takeoff by focusing on installation difficulty and clash points:

  • Cable Tray and Conduit Routing: Accurately measuring the linear footage of electrical conduits and data trays, accounting for complex offsets around ductwork and structural beams.
  • Hanging and Supporting Systems: Quantifying specialized hanging hardware, struts, and bracing required to support the weight of the various systems, particularly over large, open library areas.
  • Labor and Access: Factoring in the increased labor time needed for installation when working around existing or concurrent trades in the tight plenum space.

RFI Management: Translating Design to Reality

A significant part of our role was managing the RFI (Request for Information) process related to the ceiling works. In complex projects, RFIs are crucial for clarifying design discrepancies, material substitutions, or sequencing issues that could dramatically impact cost and schedule.

By integrating the estimating process with RFI tracking, True Bid Data ensured:

  • Cost Impact Assessment: Every design clarification (RFI) was immediately cross-referenced against the current budget, providing the client with real-time financial implications.
  • Proactive Clash Detection: Highlighting potential interference between systems before installation, reducing expensive on-site rework.
  • Documentation Integrity: Guaranteeing the final estimate reflected the latest, coordinated design documents.

The successful delivery of the estimate for the PS 70Q Reso A Library Ceiling Works demonstrates the necessity of engaging expert estimators who can manage both the quantities and the critical communication streams required for complex, multi-trade installations. This precision is what turns a challenging design into a predictable and successful construction outcome.
